Sous la tutelle du pasteur Garterbelt, Panty et Stocking, deux anges et sœurs déchus du Paradis en raison de leur comportement outrancier, ont pour mission de chasser les âmes humaines qui, n’ayant pas trouvé le repos éternel, troublent Daten City. Afin de retrouver leur statut et de retourner au Ciel, elles doivent récolter les « écus du Paradis ». Grâce à leurs vêtements, véritables armes en série, elles espèrent faire régner l’ordre et la paix… mais leur intervention semble causer davantage de dégâts que de venir en aide aux habitants de la ville…
